Interesting question by your husband. Intelligence should be defined first. If we use the definition of intelligence that means connected to the self and the environment, which includes other people, in a whole way then, yes, the chakras would sustain more balance. If intelligence means conscious awareness of the chakras and their functioning and how to heal and manage the emotional, psychological system then the answer is yes.
But chakras are complicated. They are affected by emotional conditions like fear, and unresolved issues, trauma and consciousness development. The western IQ measure of intelligence would not apply for more balanced chakras. People in our culture who might be considered to have low intelligence, like with cerebral palsy, can have very balanced and healthy chakras. Also, I could say the chakras have their own intelligence because they can respond to 'things' that are beneath/beyond our conscious awareness.
Evidence of this can be seen in the work of Dr. Roger Nelson with the Global Consciousness Project. The Global Consciousness Project shows we, collectively, are influenced through our energy field, which includes the auric field, the chakras and other components. However, this is beyond our current, waking consciousness which is part of intelligence but beyond our awareness. During the spikes like before 9-11 and other events, the energy field and its components will shift, adjust and flare.
